Stop Carbon Pipelines!

Carbon pipelines, which are meant to advance the buildout of carbon capture technology, currently have little oversight, and regulations for these pipelines are inadequate. So the energy industry is rushing to build out new dangerous carbon pipelines across the U.S. before federal agencies complete safety regulations.

A letter is circulating in the House of Representatives that will be delivered to President Biden asking that he enact a moratorium on carbon pipelines until safety regulations are completed.

As your constituent, I urge you to sign the Dear Colleague letter being circulated by several U.S. House Representatives asking President Biden to enact a moratorium on new carbon pipelines.

Existing regulations by pipeline regulators are outdated and fail to encompass certain types of pipelines transporting carbon dioxide. That is because these regulations were primarily designed to address the transport of hazardous hydrocarbons like crude oil and refined petroleum products.

Estimates show that up to 90 thousand miles of new carbon pipelines could be constructed as part of the buildout of carbon capture technology in the next few decades. All of this infrastructure carries significant health and environmental risks that must be addressed.

While PHMSA is expected to release updated carbon pipeline regulations in 2024, it's important to note that these rules will not apply retroactively to pipelines already constructed. Other agencies have not indicated when they will fully update their regulations for carbon pipelines.

For all these reasons, I hope that you join your colleagues in Congress in signing a letter to President Biden calling for a moratorium on carbon pipelines.
